Is it possible to use the same data flow we use for PowerBI within Power Apps? I mostly want to display data and reference tables the apps would be writing to different SharePoint locations depending on the use case.
If this is possible, is it something an Admin would need to set up?

Your best bet is to use dataflows created in the Power Apps portal, then in Power BI, switch to the Dataflows connector (not the Power BI Dataflow connector), and when you connect, select Environment, not Workspace, then connect to the dataflow. Power Platform dataflows are meant to work with Power BI and Power Apps. Power BI dataflows are strictly for Power BI.
DAX is for Analysis. Power Query is for Data Modeling
