Using Enterprise Gateway in Service

Is there a way to Use Enterprise Gateway directly in the Service without using Desktop?  If so I can't find it.

 

I want to be able to do this to author reports in an O365/PBI Group and the create dashboards and content packs from there.


If I use the Desktop I can connect to the Enterprise Connector easily but, then I am limited to only publishing to my individual user page, and creating content packs there, and sharing them.  That is not desireable from a long term or shared maintenance perspective.
