Users in Power BI community may have no experience in CRYSTAL REPORT, so they may have difficulty understanding what this formula does. Can you use some examples to explain what you want to get?
If I understand it correctly, perhaps you can try
=Fields!DIST_TYPE.Value & IIF(IsNothing(Fields!ALLOT_PCT.Value),"","("&Format(Fields!ALLOT_PCT.Value, "F2")&"%)")
