Hi @Anonymous ,

We can create a measure as below to work on it.

Measure = IF(ISINSCOPE('Table'[category]),SUM('Table'[count]),AVERAGE('Table'[count]))

First, Please see this post regarding How to Get Your Question Answered Quickly: https://community.powerbi.com/t5/Community-Blog/How-to-Get-Your-Question-Answered-Quickly/ba-p/38490

Second, This looks like a measure totals problem. Very common. See my post about it here: https://community.powerbi.com/t5/DAX-Commands-and-Tips/Dealing-with-Measure-Totals/td-p/63376

Also, this Quick Measure, Measure Totals, The Final Word should get you what you need:

Hi there, it would help if you can share your current SUM measuare but you can try something like this:

YourMeasure1 = SUM(Table1[Column1]) or CALCULATE(SUM(Table1[Column1]),FILTER1)
YourMeasure2 = AVG(Table1[Column1]) or CALCULATE(AVG(Table1[Column1]),FILTER1)

YourMeasure3 = IF(ISBLANK(SELECTEDVALUE(Table1[User_Display_Name])),YourMeasure1,YourMeasure2)

Hope this helps, If not, feel free to share your more details like your current calculations so we could try to help you in a better way.
