Reports not refreshing

I am using Power BI pro. I have a simple dataset with a web query pulling back document count data from ElasticSearch. The dataset is hooked up to a simple report that just displays this number.

 

When I refresh the dataset (either manually or scheduled) the report does not update. I have to manually refresh the report to show the updated data. What am I doing wrong?

 

I have pinned the report to a dashboard and the dashboard refresh time changes whenever the dataset refreshes. However, the report itself still does not refresh unless I trigger it manually.
