Issue:
Some user use Microsoft Edge Legacy which would be stopped support in 9th March 2021.
After I issued a report to POWER BI Service, a few days later, some user click refresh button or "F5" keyboard on POWER BI Service.
But their display won't be refreshed and it's still old report screen on POWER BI Service.
I'd like to know if somebody has same experience that the display is not refreshed on POWER BI Service nevertheless they refresh report display.
I suspect the issue is caused by Microsoft Edge Legacy...
Also I'd like to know if there is possibility that the cause might be Microsoft Edge Legacy or not.

You should first check whether the data in datasource is actually changed and check the refresh history of the corresponding dataset, see if dataset is refreshed successfully.
