Hi,
I have got CSV data held in google sheets to power BI but unable to promote first row as header as suggested in

I have a MAC and do not have access to PowerBI desktop and everyting needs to done using web app
Any recommendations?

What do you mean by "everyting needs to done using web app"? Are you using Power BI Service?
Promote first row as header can only be achieved in Power Query Editor, if you are using Power BI Service, you can't do that.
Here's an alternative approach:
Before importing your data into Power BI, ensure the first row in your Google Sheets document accurately represents the headers you wish to use. This preparation step can help mitigate the need to promote rows as headers within Power BI.
Or I suggest you setup a VM with windows and use Power BI Desktop in the VM.
