Power Query - Nested table

I am trying to fetch the row with the condition that:

if the data is 'equal to' then that row;

else the recent most previous date

So in this case I would want the row with the date 1/12/2021 for 1/03/2023. Had there been the same date 1/03/2023 in the bottom table then I would want to pick that row.
