Oracle Schema Data Source Question

Do I need to be added to the Oracle schema in order to use the data from that schema as a connection source in Power BI?

Define "use the data".  if you are a regular report user and your report developer has created a gateway connection to the Oracle database under their credentials then you don't need to be added to the schema. If however you are the developer then of course you need to be added to the schema access.
