Created gateway successfully and the gateway shows online and ready to be used. After I login to app.powerbigov.us - manage gateways - we get a message "You dont have any data gateways".

Do you install personal mode on-premises gateway? If so, what you describe is an expected behavior. After installing personal mode on-premises gateway and configuring the personal mode gateway, directly sign in data source and schedule refresh for the dataset in the dataset’s Settings screens, see more details in this article: On-premises data gateway (personal mode).
However, if you install on-premises gateway and register it, registered gateway can be found in the "Manage Gateways" page.

No, we have not installed the gateway in personal mode. We have followed the below article when installing the gateway.

We got to a point where we were able to successfully create a gateway connection, but this gateway connection is not appearing on the Manage Gateways page. We get a message "You do not have any data gateways".
Checked fiddler traffic but could not find any errors.
Please advise.
