Conditions are 

In column Basic_cost_total only Blank and 0 values

Coulumn Freight_total, Insurance_total and Insp_Total either one of them have some value

There is a bit change 

Instead of Freight_Total, Insurance_Total and Insp_Total

Need : 

In column Basic_cost_total only Blank and 0 values

Coulumn Freight_MIGO ,Freight MIRO, Insurance_MIGO ,Insurance_MIRO  and Insp_MIGO  Insp_MIRO either one of them have some value except 0 and null
