I have this data that I want to use. I want to create visulizations by division but as you can see two providers work at multiple locations. How can I make sure those people are routed to the correct division so it doesn't skew my numbers when I start creating visualization?

Can you elaborate on what you are worried about and what you would like to see happen?
Theoretically, they could be routed to the correct division. what visual objects do you intend to create? What values are you going to put into the visual objects?

When I use a matrix table to show the values for each division, it is combining the providers values and showing the total in each division.
Ex: Moore has 21 units for division ABC and 12 for division BBB. When I use the matrix to look at units by divisons instead of showing that Moore as 21 for ABC & 12 for BBB, it is showing 32 for ABC & 32 for BBB.

I see that in your power bi file that the units are in the same table as the providers, location and division. My unit data and providers, location & division are in two different tables. How can I get this solved? I do not want to add the providers, locations and divisions to my raw data table.
This is how I created the matrix. Maybe its because I am using multiple data tables? I am not sure.
I would add a "Location 2" column.
