My goal is to reproduce the steps for getting a dataset... I know how to do that in PowerBI, but not in Excel, how can I reproduce the steps in PowerQuery to get this?
I am also not sure why do I get a UNLINCENSED PRODUCT since I am using the DSVM from Azure...

Let me give some context, I am reading 'advanced analytics in power bi' book, and the author says: "The xlsx workbook contains the data sets and the Power Query queries that were used to create the data set used"
Then, says: "The hard work has been done for you, but you can inspect the workbook to see how the following data sets were combined to produce the PoliticalInfoWithGDP data set."
I want to be able to reproduce those steps...
So, If I were in powerbi, I could open power query I can see the 'applied steps' section... I was looking for something similar but in Excel...

I'm confused by what you mean by 'reproduce the steps for getting a dataset' - this implies you already have a query and you just need to duplicate it, or copy/paste the M code into a new blank query.
If you don't have a query to start with, you have to create the steps needed.

Perhaps I stated wrongly my question. There is no PowerBI, I have that excel file with that dataset, I want to know what transformations that dataset had to get that final state.

You can just copy the query in Power BI and paste it directly into the query editor of Excel.
