I am using list.contains( { 1 , 2 , 3 , 4 , 5 } , { "?", """ } ) but the " does not work. How do I include in the list?

A sidenote - List.Contains takes only a single value. You should not use a list as a parmeter value to be found. While using equationCriteria parameter, you can do many things, but let's set that aside for the time being.
You will need to use List.ContainsAny or List.ContainsAll as per your requirement. These allow a list of values which can be searched.
