Estou tentando utilizar a EARLIER para cálculo, mas apresenta a seguinte mensagem: 

EARLIER/EARLIEST faz referência a um contexto de linha anterior que não existe.

This is not a power query question but a DAX question.  Looks like you are writing a measure. In this scenario there is only a single row context (in the filter) so there is no “earlier” row context.
