Dax or Power Query Problem

Hi All

I am hoping you can help me.

Below is small fictitious set of data that I hope will help you visualise what I am trying to acheive either as a Dax measure or new column or table in Power Query. I want to show the services that pass each stop separated by a comma. I am not sure if I should use the function CONCATENATEX or if there is a better why of doing it in Power Query. Your guidance would be appreciated thank you
