Cannot Create Relationship, Unique Values

I'm trying to connect two tables via an agent ID...I'm getting an error saying I can't create a relationship due to one column needing unique values.  However I don't want to remove duplicates because i'm coparing agents over many days...IE one line per agent per day.   Not sure what I'm missing here.   any help is appreciated.

Can you provide sample data and a description of the tables? Sounds like a data modeling issue, but need more information.
