Calculation in Power Query

Hello all, can someone help me to write below calculation in Power Query. Thanks in advance

Someone may jump in, but i'm not going to try to translate DAX to M without knowing what is in the data. M behaves differently, most notably it is case sensitive, than DAX. I'd want a table of some sample data to test against and ensure it returns the expected result, which we'd also need to see.
