I am struggling to figure out a way to calculate the average production per hour group.

Is there a way to lock a measure to the selected bars?

Not entirely sure I understand your idea, do you want to calculate the average production amount for each hour value? What do you mean by fixing the measure for selected bars? Could you share some sample data and desired output?
