Query about Power BI embedded SDKs with Azure

Hi Power BI experts

I got from below blog to know that there are open source SDKs for Power BI developers. But to apply App token, we have to apply via Azure workspace. May i know is there any additional cost for free? should i have to pay for Azure? thank you.
