activator test message not available and not sending alerts
I have a power bi report that i want to generate an alert with when a value is greater than a value.
I set up an alert and it is running but the send test message buton is grey and shows a red blocked symbol when i hover over it.
The rule is running but i am not receiving alerts when a value is entered that matches the criteria.
Any help on how to get it working is apreciated.

According to replies in this thread(Data Activator Power BI Report Alert Refresh Rate - Microsoft Fabric Community), Data Activator checks Power BI data hourly at present. The product team are looking to allow more frequent updates in a future release. So the data change doesn't trigger the alerts immediately.
In addition, you don't mention which mode the semantic model is. From another thread (Data Activator Not Activating - Microsoft Fabric Community), at present there is a known issue with Direct Lake datasets, which is that you must refresh the dataset manually in order for Data Activator to notice changes in the data. This is a bug and engineers are working on a fix. In the meantime, if you refresh the dataset manually then you should see the values change in your Data Activator item.
What's more, throttling occurs when a customer consumes more capacity resources than purchased. This will affect Activator operations too. This will usually inform the user through a banner or emails. If you don't receive any notification about this, it maybe not the cause. Activator throttling - Microsoft Fabric | Microsoft Learn

when I recreating the alert it started sending after an hour.

Are you using Direct Lake or Import mode?
Have you still not got an alert?
Have you tried refreshing the semantic model?
In my experience when I tried it some weeks ago, it only sends an alert every hour, and only if I refresh the semantic model.
