Using deployment pipeline between capacities

The deployment pipelines are not bound to Capacities, and it is prossible to promote to a higher environment that sits on a different capacity, as long as they are on the same region and none of them are trial capacities!
When you run a deployment pipeline, the pipeline activities are billed to the associated capacity.
If you are getting a Capacity Mismatch error, it is probably related to the capacities being in different regions.
