Existing Scenario: We are using Fabric Environment
Until now we had a PBI person in out team who used to build report, deploy to workspace and take care of all related things to that report. He left our organization yesterday. Before Leaving We had a knowledge transfer session with him , in which he told how to publish the report to workspace and how to use deployeemnt pipelines to push report from DEV workspace to PROD workspace and further update the app. Below are the steps he told
1) If any changes done to semantic model of dev workspcae , connect the semantic model to PBI desktop and refresh the report .
2) Then Publish it to DEV workspace from PBI Desktop overwriting the alredy prsesnt report.
3) In deployment pipeline page , before deploying, hit the UPDATE APP from dev workspace then use DEPLOY (image 1 for refrence)
4) Once Deployed to PROD workspace , use UPDATE APP in PROD workspace as well.
Current Scenario : We noticed the report in PROD workspace is linked to semantic model of DEV workspace, How to change this?
Aprroach We have Planned : After some hours of Google , gpt nd youtube ,In Deployement pipeline we have a option to assign Change data rules. where we can assign the rule by adding SQL endpoint string of semantic model in PROD workspace. and then we need to deploy again .
My question is
if we use change data rules, then after assigning rules should we deploy first then update the app in both workspaces or
first update the app in both workspaces and then deploy or
first update the app in dev workspace then deploy to prod workspace and then update the app of prod workspace.

In your scenario, for DEV no need to assign the rules bcz there is no rules define option over there. You will get that option for PD only. If you observe your snapshot 1 represting rules assiging in PD(red color box) and 2 in green color there is no option to assign rules.
So, first assign the rule in PD, then deploy from DEV to PD and later you can update the app. Then assigned rules will be correctly mapped to your sematic model in PD.
