OpenAI API access on Fabric FT1 SKU

Hi! I'm running into the error below when trying to access the openai API on a fabric notebook:

 

APIError: Invalid response object from API: '{"Message":"FT1 SKU Not Supported","Source":"ML","error_code":"PERMISSION_DENIED"}' (HTTP response code was 403)

 

Copilot and Azure OpenAI services are enabled (although Copilot cannot be accessed due to the FT1 SKU). Is there a setting that can fix this issue or is it a capacity issue?
