Microsoft supports Power BI Embedded, but only at the service and API level. They do not support issues related to custom application code as it is considered out of scope. If you are embedding Power BI reports using the JavaScript SDK or REST APIs, those components are supported. You need to use Power BI Embedded capacity (A SKU) or Premium capacity (P SKU) to embed reports for external users.
embedding steps:
Publish the report to PowerBI.com
Set up an Azure Power BI Embedded capacity
Register an app in Azure AD
Use a service principal or master user to obtain an embed token

To clarify:
- Power BI Embedded is an officially supported Microsoft product. There are many resources, documentation, and developer guides available from Microsoft.
- Microsoft support will help with issues related to the Power BI Embedded platform, such as problems with APIs, service interruptions, or features that do not work as described in the documentation.
- If your issue is with custom code, your own integration, or the way you have deployed your solution, Microsoft support may not be able to help. In those cases, you are usually referred to community forums or developer channels for help with custom implementations.
- When opening a support ticket, try to show that the problem is with the Power BI Embedded service itself. If you can do this, you are more likely to get help from official support.
- For custom implementation questions, the Power BI Community and Stack Overflow are excellent places to get help from other developers.

I appreaciate the guidance but I have been a microsoft partner for 35 years. I know about the documentation, I know how to open a support ticket and explain the issue. Microsoft support says that as soon as I create my own dashboard and try to deploy it is considered custom. No custom code was done it is right from there documentation. This isn't my first rodeo.
