Issue with Fabric capacity and sharing with external guest users

Hi,
please can you help with what could be the issue. I have set up a very simple report to test.

  • The workspace is under Fabric capacity.
  • The guest user is set up in O365 with Free Fabric license.
  • The app published from the workspace and under audiences the guest user is added.

Yet, the guest user is being asked to upgrade to a paid license when they try to access the app.

Thanks for reaching out in Microsoft Community Forum

To address this error, please ensure user meets all the requirements listed below before attempting to access the application.

1. verify the users license; Free Fabric license may not grant full access to all capacities, so please make sure the guest user has a power BI Pro or power BI Premium per user(PPU)  license

2. Workspace Capacity; Make sure he has the POwer BI Premium capacity, as POwer BI and PPU users can access the content in workspaces

3. App Permissions; confirm the guest user has add all the app permissions

4. External Sharing Settings; Please make sure the external sharing should enable in AZure Active Directory (AAD) and Power BI

Please follow the below steps to enable external sharing in power BI

1. login to power bi service with your credentials
2. go to settings and click on Admin portal then go to tenant settings
3. navigate to tenant settings from there you can enable external sharing in power Bi, for your reference I'm sharing screenshot here

Please follow the below steps to enable external sharing in AAD;

1. sign in to admin portal with your credentials then search for AAD
2.Then go to External Identites and click on extenal collaboration Settings
3. from there you can enable extenal sharing and save all the settings

5. Upgrade License; if all the above steps are verified, still asking the Paid License, you need to upgrade the license

1. I thought with Power BI premium/Fabric capacity, external users don't need a license, but only a free license as per below posts

thank you for your reply. I am confused with your answer as for 

1. I thought that if workspace is Power BI Premium or Fabric capacity, then external users don't need a license, except a free Fabric license.
I know that this is the case for Premium capacity as per below post so I am assuming it should apply to Fabric capacity as well.

Hi @irmaFabric 

For the following reasons, Fabric has requested guest users to upgrade to a paid license:

1. guest users may exceeded their limits related to storage, refresh frequency.

2. In Fabric, some features like advanced analytics and premium workspaces are available only on paid license.

3. Free-tier users may need to upgrade if they require more processing power or dedicated resources.

4. Guest users with free licenses may need a paid license (PPU) to access premium content.
