Fabric Licensing: Do I need F128 and PPU licenses?

Hi All

My company have Fabric F128 capacity license, and all users have M365 E5 (has Power BI Pro). We want to try all of the Fabric functionality and premium features.

Question is - Do we still need to get Power BI Premium Per User PPU licenses for anyone?

like - are there any Power BI  Fabric functionality or users actions, that need Premium Per User (PPU) licenses? Not already licensed in F128.

We consult multiple sites, and the answers having different interpretation each time.

Thanks for all your replies. We are still unsure and nervous to give up the PPU licenses since it seems that some functionality is not included in F128 SKU.
For example according to Microsoft Sales: 

• Power BI Autoscale: Not supported in F128
• Managed Private Endpoints: Not supported in F128
• On-demand resizing: Not supported in F128
• Pause and resume your capacity: Not supported in F128

If you have any additional information on that, it is appreciated, since it doesn't seem to clear cut as suggested.

It appears there was some confusion about the features available in your F128 Fabric capacity. After reviewing the official Microsoft documentation, That Power BI Autoscale is not supported in Fabric capacities, as this feature is exclusive to Power BI Premium (P SKUs). However, the other features you mentioned Managed Private Endpoints, On-demand Resizing, and Pause and Resume are all supported in F128 since they are available for capacities F64 and higher.

Ok thank you for the extra detail. That was our concern.

So there are some cases where PPU licenses are still needed with F-SKUs.

Perhaps it will be clarified later - and even some additional functionality will also be a PPU-only benefit, so we will be cautious before we end any PPU user subscriptions.

Hope this becomes clearer in all of Microsoft's documentation.

No, the pro licenses you get from your E5 are all you need.  E5/A5 tenant combined with a Fabric Capacity F64 or larger opens up almost everything you are going to need.

As your company holds an F128 Fabric capacity license along with Microsoft 365 E5 with Power BI Pro for all users, a Power BI Premium Per User (PPU) license is not required. The F128 capacity includes all Power BI Premium and Fabric features, providing full access to users within the Fabric-backed workspaces. A PPU license is only needed for users working in personal PPU workspaces outside of the Fabric capacity, which is not applicable in this case.

Based on my understanding,as long you have Pro license and a fabric capacity,you should be able to achieve everything within Fabric.
