Hello all,
I do encounter the same issue when linking DV to Fabric:
I am Fabric Capacity Administrator (with all privileges like, scaling/pausing, creating workspaces, lakehouses etc).
I am an admin also of an environment in Dataverse.
Dataverse region is Europe (when selecting Fabric Capacity there is no 'Europe' but there are other marked f.e. '(Europe) France Central'):
From prerequisites page it looks like I need EITHER Power BI Premium OR Fabric Capacity (Configure your environment and link to Microsoft Fabric - Power Apps | Microsoft Learn) - So again I am a Capacity administrator and can do pretty much all:

I was able to resolve it by:
1. Checking the REAL Dataverse region via Creating New Synapse Link -> Create New link - then it nicely describse the region:
2. Creating Fabric capacity using this exact region.
I think both documentation and messagin of this issue is really bad.

Your approach to checking the real Dataverse region via the Synapse Link wizard and then creating the Fabric capacity in that exact region was spot on.
