Adding Guest users to Fabric Capacity

We have been added as guest users to client's Azure Tenant and added to their Fabric item as contributor in Azure.
Client has already bought a F16 SKU.

We DO NOT have any license as such.

We have been added to the workspace as admins, but the workspace license shows PPU.

Questions:

1. Can client create a workspace for us in Fabric Capacity and give us admin access to workspace, so that we can do ETL, build data pipelines, and other Fabric items specific to Fabric SKU.

2. Can we guest users be added to the clients F16 SKU, so that we are able to create new worksapces.

Hi @sinhashlok ,

Great questions — here's how it works:

  1. Yes, the client can create a workspace under their F16 Fabric capacity and assign you (as guest users) as admins. As long as the workspace is backed by the Fabric capacity, you’ll be able to use Fabric features like pipelines, notebooks, lakehouses, etc. — even without a license on your side.

  2. For you to create new workspaces, the client would need to give you the right permissions at the tenant or capacity level. Being a guest doesn’t block this, but they need to explicitly allow it (e.g. via Azure AD roles or Power BI admin settings).

Also, make sure the workspace is actually assigned to the F16 capacity — if it still shows as PPU, it might not be linked correctly.

Let me know if you want help checking the workspace settings or capacity assignment!

Hi @sinhashlok

Thanks for asking the questions in the community.

1. Can client create a workspace for us in Fabric Capacity and give us admin access to workspace, so that we can do ETL, build data pipelines, and other Fabric items specific to Fabric SKU.?

Answer: Yes, your client can create a workspace with in theior Fabruc capcity i.e., F16 and they assignyou as admin. Since your workspace licesne is PPU , it means that the workspace is not yet connected to Fabric Capacity. The client must link the workspace to the F16 so you can use all Fabric features, inclluding ETL, data pipelines, and other tools.

2. Can we guest users be added to the clients F16 SKU, so that we are able to create new worksapces.?

Answer:  NO, Guest userrs cannot create new workspaces in Fabric Capacity. Only users from the client's tenant who have the right permiissions can create them. Howeveer, after a workspace is created, guest users can be made admins and given full control over it.

So, Finally I would suggest you, please ask the client to connect the workpsace to Fabric Capacity F16 instead of PPU. Make sure your guest user permissions allow full access to the workspace. If needed, the client can create more workspaces and make you an admin.

If you want to know more about permissions pls read this thred Permission model - Microsoft Fabric | Microsoft Learn

Thank you!
