Allow Setting for Maximum Capacity Compute for Individual Objects
Capacity management is hard. Let us fail reports that go above certain business-defined thresholds of compute so that they don't take down compute for the rest of the users.
Say, "This report can't go over using 2% of the capacity... if it does, cause it to fail and force users to reach out for technical support. When they reach out, we will run through optimization strategies with them."

Thanks for your suggestion. As you’re probably aware, we are planning to help capacity admins get ahead of throttling by releasing surge protection for interactive and background jobs soon. This experience will limit capacity overuse by background jobs (throttles background jobs before a full 24-hours of CUs is consumed) to protect interactive users like Power BI users.
We plan to keep building on and improving this surge protection feature to support more granular cases (e.g. at the workspace level and maybe even at the user level) in the future.- Status added:Under Review
