Thanks for your suggestion. As you’re probably aware, we are planning to help capacity admins get ahead of throttling by releasing surge protection for interactive and background jobs soon. This experience will limit capacity overuse by background jobs (throttles background jobs before a full 24-hours of CUs is consumed) to protect interactive users like Power BI users.

We plan to keep building on and improving this surge protection feature to support more granular cases (e.g. at the workspace level and maybe even at the user level) in the future.
