having access to powerbi service & powerbi reports on-premise with powerbi premium per user license?

Hello There,

I am looking forward to take Power BI Premium per use license; I have gone through some information with regards to license cost and features available to practice.

In the below screenshot (which is taken from the link: https://powerbi.microsoft.com/en-us/pricing/ ), what is the importance of having On-premises reporting with power BI Report Server feature? 

In comparison between 'Power BI Report Server' and 'Power BI Service' licensing, it looks like to have 'Power BI Service' license, one would need Power BI Pro and /or Power BI Premium license; which is also a criteria for 'Report BI Report Server' license. Would anyone you tell me having a Power BI Premium allow me to use both 'Power BI Report Server' & 'Power BI Service' access? (taken from the site: https://docs.microsoft.com/en-us/power-bi/report-server/compare-report-server-service )

 Would anyone please help me understand these concerns?
