Will the Power BI Pro licence ever get full version control support like the Premium licence does?
It would be very useful. However, it doesn't make sense for my organization to pay twice as much for the Premium licence just for version control, as we don't need any of the other premium features.
Perhaps it would make sense that only data model developers had to pay for Premium capacity, while other users pay for Pro; since only developers will need access to advanced version control features.

As far as I know, you can choose the license based on your needs. Here I will show you more details about license.
If you just want to use most of the features in Power BI Service or collaborate and share with users who also have a Pro license, I think the Pro license is sufficient to support your requirements.

Power BI Pro is an individual per-user license that lets users create content and also read, and interact with content that others publish to the Power BI service. Users with this license type can share content and collaborate with other Power BI Pro users. Only Power BI Pro users can publish or share content with other Pro users or consume content that's created by other Pro users, unless a Power BI Premium capacity hosts that content. If a Power BI Premium capacity hosts the content, then Pro users can share content and collaborate with free and PPU users too.

Power BI Premium is capacity based and will provide you with more independent resources for you to be able to develop better.

Are you saying that if I have a Premium (pay per user) account and upload a data model the Power BI Service, then people who only have a Pro licence are still able to view any reports that I create? Are they also able to create reports on the Power BI Service based on the data models that I give them access to?
As far as I understand this isn't possible, at least the part about Pro users creating their own reports.
The only reason I'd want to have access to the premium licence is so I can use the version control feature.
