Where do I find a developer for creating a Custom Visual

I want to create a custom visual for my needs. Where can I find a developer to create it?

I tried Charticulator / Deneb myself but soon got stuck with nuances, such as missing scrolling, etc.

So I want to hire a freelancer to build one for me. Where do I look?
