Where are datasets hosted when created using REST API

When creating datasets using the REST API, and adding them data,

where are both datasets and data hosted?

Is there a way to access the dataset and data previous to create a report

You can find the created dataset and data in Power BI Service. The datasets appears in the datasets list in your Power BI Service navigation panel. You can create report with the dataset.
