When to turn on Power BI Embedded Capacity?

Hey! Our company owns an Azure PBI Embedded Capacity, we provide customers specific reports embedded in our own plattform. We are curious of the behavior of our capacity. Of course we want to turn off our capacity as long as possible. We have displayed a report for testing purposes for many months (capacity offline). Today we uploaded a new report to PBI and noticed, that the new report isnt working with an offline capacity. We can still display the old one without problems and turning the instance on. But that doesnt work for the new one and we dont understand why. 

Question 1: Why does the old report work and doesnt while turning the instance off?

Question 2: When is it really necessary to turn on an instance?
