Is there any way using the Power BI REST API or Power BI PowerShell cmdlets to grab the Load Times from the Usage Metrics reports that are Power BI creates?

As far as I know, Power BI does not support this feature for the time being, the data loaded on the Power BI service page is cached data, you can press F12 in your browser, refresh the report you want to get the load time, find the Time in Network, and view the response time of this report.
Power BI can get the refresh time, you can view it in Refersh history:
