A customer asked if there is a way to create a checkbox or something that forces the end-user to check an agreement prior to viewing the report. If anyone can post a link or something in here that I could look at would be much appreciated. Right now the report has security settings based off user name. I think it would be ok to either create a table and track who accepted the agreement or just force it everytime an end-user goes in and dont record so any info would be much appreciated.

Power BI does not provide such function.
When you develop for your own application, you can use embedding reports for your customers. You can develop similar functionality before deploying reports. If the user agrees to the content of the agreement prior, then get the token, and terminate if they don't agree.
