Timescale doesn't render in desktop, but does using API

I'm using customer data, which is stored as UTC and converted to their time zone in separate columns. This timescale should read from 8:00 to 12 noon. If I render this report through the API, the timescale will switch to that value; however, it still looks like this in the desktop display. How can I fix this? What is the API doing that desktop is not?

What do you mean by "render this report through the API" Could you please give some official document link regarding the feature achieving or detail screenshots for your configuration? And what about the "desktop display the API", are you trying to connect the API data using the "Import" mode in the PBI desktop? If so, have you tried to execute one desktop data refresh?

If you use a time filter, you can check the following link regarding time zone considerations:

Is your Power BI Desktop the latest version, if not, you can update to the latest version.
