I want to show annotations that are persistent on my graph (instead of appearing only when hovering. How can I do that? Similar to this With annotations | Highcharts.com

I'm not so sure about your descriptions, can you please explain more about your requirements?

Did you mean the design a custom visual or find out a custom visual with annotations labels? If you mean the second one, you can take a look at the multi-axes chart which support custom data labels:

It's not clear from your question if you're using a core line chart or developing your own visual? If a core line chart, there's currently no known functionality for this.
If you're developing a custom visual, then provided you were including your annotations in the visual's data roles & data view and handling accordingly, then yes, but we'd ideally need insight into your visual code if you're looking to implement this and need some help. Of course. if you're embedding Highcharts into your visual already, then the example you've provided would be reasonably portable.
