Refresh dataset with Power BI API got 429 Too Many Requests

Please let me know what exactly is the limit to refresh a dataset. 

 

I only called the API (

https://api.powerbi.com/v1.0/myorg/groups/{groupid}/datasets/{datasetid}/refreshes ) to same dataset about 3 times per day. But I encountered 429 error everyday. 
 
Because I cannot find any document talk about this limitation, I don't know the threshold is counting against per dataset, or per user, or per tenant. It is difficult to manage the frequency of dataset refresh.

The refresh limitation is at a dataset level.

Can you plz share the screenshot of the refresh history which would help us confirm the overall hiit on dataset
