REST API returns uncomplete data

Hi,
I have called 
- https://api.powerbi.com/v1.0/myorg/admin/groups
- https://api.powerbi.com/v1.0/myorg/admin/groups?$expand=reports with skip and limit params in loop.

After this, I have get all groups. But some datas are mismatching. I assume that this REST API returns uncomplete results.
Also in REST API result, some of my groups are missing.

Is there someone who has same issue and solved?
