Queries on Power BI embedding

Hi All, 

I have the below set of queries on Power BI embedding :

 

1) I have a power BI report in Pro workspace, I need to embed it to a web site. What is the additional cost involved?

If that same report is in fabric capacity, would there be additional cost?

2)Also, is it possible to embed a report and share it with public (external users not within the tenant) 

3) Is it possible to share a power bi report with external user without adding them as a guest user in tenant? Note : there needs to be some sort of RLS implemented for those users.

Like filter data based on users logging via specific domains

    Thank you for reaching out to the Microsoft Fabric Forum Community.

    1. If your report is in a Pro workspace, embedding works for testing, but for production you’ll need Fabric/Embedded, since embedding scenarios require capacity based licensing.
    2. You can share reports with external users, but please avoid Publish to Web unless the data is completely public, because it allows anyone on the internet to view the report with no authentication and no RLS support.
    3. If you don’t want to add users as guests, you can use App Owns Data embedding (embed for customers). In this approach, users access the report through your application and don’t need Power BI accounts or licenses. 
    4. RLS is supported in this setup, and you can pass the user identity through embed tokens to control what each user sees.
