Premium EM - Mobile usage?

We're about to purchase a Premium EM1/2 licence to serve a report to over 1000 students in our school. We're using Teams as front-end, so the licence seems perfect for us. 

However, a lot of our students are using iPads, with the Teams app. Now, when accessing the report, the Teams app switches to the Power BI Mobile app, which has a better user experience compared to the webbased version. 

What will happen when these users are on Premium EM1? According to the FAQ, the Power BI Mobile app is not available, https://docs.microsoft.com/nl-nl/power-bi/developer/embedded-faq

Anyone knows if the Power BI Mobile app is available for Free users, with reports in an EM1 Premium capacity?
