The Azure Log Analytics documentaion at this URL shows that "PowerBIReportUsageWorkspace" table should have Power BI report usage metrics. But I see that this table is empty. Is this expected? Ultiamately I want to generate a Power BI usage report across all the workspaces connected to the log analytics account.

Based on your problem message logging, can you conveniently grab some more weblogs of you opening this Azure Log analytics page to view the Power BI workspace usage to see what exactly is the reason for the reported error that didn't capture the information (e.g., issues with permissions, etc.), or is it simply because the back-end didn't return the data?
If you find that there are no error codes (starting with 5xx or 4xx) in the network logs, you may be able to determine that it is a problem with the product back-end, and you need to conduct further internal searches and research.
