PowerBI version required to access slicer values from API

Hi there and aplogies for this very simple question.

 

I am new to PowerBI and have loaded in some chart data where I can select the item to display on the chart, the associated measure, and the time range. I need to host these controls in an app (Web or Desktop), allow the user to select an item, measure name and time range and then use this infromation to call out to a Web Service. Basically I need API access to the controls within PowerBI so that I can access the current values.

 

I have previously done this using a Qlik Sense Mashup but now need to look at implementing it using PowerBI. Is it possible to do this using PowerBI Desktop or do I need to use the PowerBI Service? If it's the latter (and I think it is) then is this only currently available within Azure?

Two features can be avaiable.

  1. Filter a report with a URL query string parameter
    I
    t is very limited, you can only filter on a single field with the query string.
  2. Apply filter in Javascript APIs in embedding scenarios.
    It is more customized option. See online demos.
