Not entirely sure of the question, but yes, you have conditional formatting for Tables now in Power BI:

Still not sure. If the question is "Can Power BI provide real time reports when viewed" the answer is yes via DirectQuery (live database querying at runtime) as well as streaming analytics (real-time updates) via integration with Azure Streaming Analytics.
