Power BI embedded on Prem (Private Datacenter)

We have explored great capabilities of powerbi embedded on azure but due to some policies / GDPR etc we could not go for cloud solution, Could we able to deploy powerbi embedded on onprem ? 

I found few alternatives Powerbi server + Iframe but it will not fit for my problem statement. We Need to integrate powerbi reports in existing web application and end user will able to modify visualisation according to their requirements.

Did this on-premises datacenter allow send and receive the external requests from power bi service?
AFAIK, current power bi does not contain the feature to use embed content offline, these iframes still need to loading data from power bi service.

Add Power BI URLs to your allow list 

In addition, you can also counter to submit an idea to add offline cache support for embedded content, then they can use on the internal networks without external connections.
