Hello,
I am able to successfully generate the Access Token, But not able to access the REST API. - https://api.powerbi.com/v1.0/myorg/reports.
App is registered within Azure.
Follwing are used generate the Access Token.
Client Id
Client Secret
grant Type = client_credentials
scope = https://graph.microsoft.com/.default

It seems like you faced the 403 error, this issue will appear when you access to the wrong resource or not has enough permissions.
For this scenario, I'd like to suggest you check the account permissions if it allows you to access to correspond rest API.
In addition, I’d like to suggest you also check the request URL, the wrong URL will affect the usages.

check your token at jwt.io - most likely your scope definition isn't good enough.
