PBI API Error: ADGraphGroupOperationFailedQuotaExceeded

We are using the API to create groups in the Power BI service, and generally this works great. However, every so often we get the below error message when trying to create a group. It persists for a period of time and generally clears within a day or so. I cannot find any documentation on this error. It obviously is some kind of quota being hit, but we are no where near 250 workspaces, and after a day or so when it clears, we are able to add additional workspaces, so I'm just not sure what quota we are hitting.

Any help would be much appreciated.
